Steve Nakamura is a retired police officer of twenty years. In 2002 Steve retired to build homes full time. Rachel Matthew Homes has won many awards for the craftsmanship and design of their homes, including the 2006 Parade of Homes Best Bath, Best Kitchen Buyer's Choice and Gold Award and he was also selected as the 2003 Parade of Homes Feature Builder. Steve takes pride in providing innovative ideas and superior customer service to all his clients. Steve Nakamura is also an active member of the Home Builders Association of Central New Mexico, New Mexico Home Builders Association, National Association of Home Builders, NAHB 20 Clubs, The Custom Builders Council and sits on the Parade of Homes Feature Builder selection committee.

Otley Smith

First Vice President

Otley L. Smith IV has been building custom homes for over eight years. He joined the Association in 2000, and has won a variety of awards, including the Builder Rising Star award in 2004. Otley has actively served on the Custom Builders and Build Green New Mexico Councils, the Parade of Homes, Government Affairs, and Membership Committees, and the Board of Directors.  Otley Smith traces his construction background to his grandfather, Otley L. Smith II, who was a custom home builder in El Paso, Texas. Formerly with Cromlech LLC, he is now the president of O.L. Smith Contracting, LLC, and plans to continue building custom homes in the Albuquerque area.

Steve Spensley, CGR, CGP


Immediate Past President

Steve Spensley is a native of Albuquerque and has been in the construction industry since 1971. He formed Spensley Construction in 1979 and specializes in custom remodeling and building custom homes. Steve has been a member of HBA of CNM since 1996 and has served on the HBA of CNM Board of Directors several times, as the Builders Council Chair and Chair of Housing New Mexico and as Chair of the Remodelers Council. He has received the Builder Rising Star Award, Builder of the Year Award, and Remodeler of the year award and was inducted into the Builder Hall of Fame in 2004. He has also received numerous awards for custom home and remodeling projects and community service.

Rick Lackey

Rick Lackey is an Accredited Advisor in Insurance (AAI) with 20 years of experience specializing in construction related insurance. After serving in the military and obtaining a MBA from Eastern New Mexico University, Rick has been in Albuquerque for the past twenty three years. He has been active in the Home Builders Association for over ten years serving as Membership Committee Chair, Communications Committee Chair, Remodelers Council Board of Directors, and is currently serving on the Executive Board of Directors. In his spare time Rick can be found boating on Navajo Lake, watching the Lobos, or spending time with his wife, Pam, or teenage kids, Steven and Jenna.

Betty Valdez

Betty Valdez has 27 years experience in various areas of the housing industry. Betty became the Director for Bernalillo County Housing Department in August 2007. Prior to this, Betty was the Senior Deputy Director for the New Mexico Fannie Mae Community Business Center. Betty has actively served on the Urban Revitalization and Universal Design Committees and Home Builders Care Committee. She currently serves as Chair for the Foundation For Building, which is a nonprofit organization promoting affordable housing projects and rehabilitations throughout New Mexico. Betty was recognized by the Home Builders Association of Central New Mexico as Associate Member of the Year in 2006.

Paul Wymer

Paul Wymer’s experience in the residential development industry encompasses over 25 years of subdivision and home design for projects throughout the state.  He has been employed by Bohannan Huston, Inc. for 24 years during which he has been responsible for the design of over 10,000 single and multi-family lots in hundreds of neighborhoods.  He is a licensed Architect in New Mexico and a Certified Land Planner as recognized by the American Institute of Certified Planners.  His involvement with the HBA of CNM began in 1999 and since then, he has served on numerous committees, acted as the Homes of Enchantment Parade Chair in 2004 and 2005, and served on the Board of Directors for three years.  Additionally, he was recognized as Associate Member of the Year in 2005, and inducted into the Associate Member Hall of Fame in 2006.

Stephanie Peterson

Stephanie Peterson became a subcontractor in the building industry in 2003 when she opened The Garage People Southwest, a division of her husbands existing company, Builders Choice Painting. She had previously worked in the automotive industry, where for 13 years she managed a Collision Repair Facility for a large GM Dealership. She believes her experience in a field that requires exceptional customer relations has been an enormous benefit in the construction business. She has since sold her company and has now fully immersed herself in Builders Choice Painting. She has been very active in the Homes of Enchantment Parade Committee and the Showcase Committee. She also serves on Membership and Golf and is a member of The Remodelers Council. She received the Associates Rising Star Award in 2006.
